Dehradun: Minister of State for Co-operatives, Higher Education, Dairy Development & Protocol (Independent Charge) Dr. Dhan Singh Rawat convened a meeting regarding the students’ union election at Vidhan Sabha meeting hall. In the meeting, it was stated that for the session regulation and functioning of the classroom for 180 days, students’ union election in the entire state will be conducted in one day as per the recommendations of the Lyngdoh Committee. As per the Lyngdoh Committee recommendations, it is mandatory to conduct the students’ union election by September 10 and students’ federation election by September 15. Hence, the students’ union election and students’ federation election would be completed by September 10 and 15 respectively.
For the entire state, one day will be fixed for election, for which the concerned principals will issue a notification. Uttarakhand is the first state, where in order to make Lyngdoh committee recommendations practical, the committee set up under the headship of Prof. Dhami has made amendments. According to the committee, six posts will be filled from election and six posts will be filled from nominated members. Nominated members would include toppers from graduates and post graduates, NCC, NSS and students involved in creative activities. Where the Principal will demand, the election will be conducted through EVMs.
The election expenditure limit has been increased from Rs 5000 to Rs 25000 and where the students will be more than 10000, the election expenditure limit will be Rs 50000. In order to operate the students’ federation expenditure, annually Rs 5 per student will be taken. From the students’ union funds, Principal and Election Officer/Dean Student Welfare along with President, General Secretary and Treasurer will be given the right to jointly spend the money.
The President and General Secretary elected in the students’ union elections will be included as Special Invitee Member in the Academic Council. Immediately after the election, the government will organize a students’ union conference, in which suggestions will be taken for the qualitative higher education. The post of Vice President will be reserved for women and the post of President and General Secretary will be reserved in rotation by the next election.
On this occasion, Higher Education Secretary Ashok Kumar, Vice-Chancellor Sri Dev Suman University U.S. Rawat, Vice-Chancellor Kumaon University D.K.Nauriyal, Vice-Chancellor Residential University Prof. Dhami, Director Higher Education J.P. Ghildiyal and College Principals were present.
