Dehradun: In order to ensure complete digitization, transparency and speed of health services in the state, Chief Minister Mr. Trivendra Singh Rawat inaugurated the E-Health Service Dashboard at CM residence on Saturday. Information about e-slip, e-blood bank, e-medicine, e-health center and telemedicine facilities will be available under e-health service dashboard. Information about slip of patients, availability of medicines and blood, facility of telemedicine and online registration in hospitals and availability of mobile health vans will be available on electronic and online platforms. It will also enable for Chief Minister, Government and Directorate of Health to constantly monitor the hospitals. Simultaneously, under the Uttarakhand Health System Development Project, in order to provide quality health facilities in District Hospital Tehri and Community Center, a MoU was signed between the Himalayan Institute of Jollygrant and Project (Health) Department. Through the National Health Mission in the state, 61 ambulances will be added to the 108 emergency services in the month of October. Simultaneously, the process of buying 78 ambulance buses is under process. These will be included in 108 emergency services by the end of December. Through the National Health Mission, 22 hostels are being constructed for the residence of doctors in the remote areas of the state, so that the doctors who are serving there can be encouraged.
Speaking on the occasion, Chief Minister said that IT is being used in hospitals in order to provide good health facilities in remote areas and to provide medical services easily to the people. In the last one-and-a-half years, appreciable efforts have been made for the bringing transparency, discipline and commitment in duty in health services. The state government has also been successful in appointing doctors in remote areas. Health services are being provided in the remote areas by Information Technology and Telemedicine. Satisfaction of the common people is highest priority for us. Chief Minister said that efforts should be made to create good environment in the hospitals as well as adequate availability of doctors and nurses. The behaviour of doctors is important in creating a good environment. Chief Minister said that e-health service dashboard will not only bring transparency in hospitals and health services but will also be helpful in administrative and management works and will also provide figures to the doctors engaged in the researcher work.
Under e-health service dashboard, patients can get their online registration from any place in any hospital through e-slip. Through the e-blood bank, online information will be available in hospitals pertaining to the availability of blood. The information and availability of medicines in hospitals will be available through e-medicine. The availability of doctors in different hospitals, number of patients, whether patients are getting medicines in the hospitals and how many patients are coming to the hospital through the online registration, the presence of doctors and other staff, fees will be available through e-health service dashboard. Under the Uttarakhand Health System Development Project, there are plans/provisions for tasks like the availability of quality health services in big hospitals, fulfillment of the conditions for their recognition from NABH, insurance for infants and senior citizens in OPD services, training at different levels and operating group wise area wise medical institutions through private service providers under public private participation.
While learning from the previous experience of the public private partnership, in this contract, there is a provision to provide such a group of medical units in place of one health institution to a service provider (private service provider), so that all the regional people can get medical facilities in their periphery. For this purpose, in the first phase, all medical services will be made available to the private service provider through district hospital, Tehri, two community health centers and three mobile health vans, in a manner, so that for the general diseases and surgical procedures, no one has to go out of the district.
In the first cluster, the contract has been done as per which charge of the District Hospital, Tehri (Bouradi), Community Health Center Beleshwar and Devprayag and operation of three mobile health vans has been given to Himalayan Institute. The Himalayan Institute was chosen through e-tender process. Within 60 days of the contract, this medical institute will be given to Himalayan Institute for operating it. Likewise, selection process of the other two clusters for the second phase in the state are in process. In this way, the regional people will be able to get continuous quality specialist services at government rates.
On this occasion, Health Secretary Mr. Nitesh Jha, Project Director of Uttarakhand Health System Development Project Mr. Yugal Kishore Pant, Additional Project Officer Dr. Prem Lal and Mr. Vijay Dhasmana, Mr. M. Muthu Madhavan on behalf of Jollygrant Himalayan Institute and other dignitaries and officers were present.
