CM Rawat reviews schemes run by Urban Development Department

Dehradun: Examining the central governments’ priority based programmes, the Chief Minister Mr. Trivendra Singh Rawat reviewed the schemes being run by the Urban Development Department at secretariat on Thursday. The schemes that were reviewed include Smart City, ‘Pradhan Mantri Awaas Yojna’ and ‘Amrit Yojna’. In the review meeting, Urban Development Minister Mr. Madan Kaushik, Chief Secretary Mr. Utpal Kumar Singh and Union Urban Development Ministry Joint Secretary Mr. Kunal Kumar were present. Besides, all the District Magistrates attended the meeting through video conferencing.

Cleanliness on top priority: CM

Chief Minister has instructed the department officials and all the District Magistrates to keep cleanliness in urban areas on top priority. He said that all the officers and supervisors associated with the cleanliness programme would be made accountable. If required, their performance would be linked with the character registration. He said that Uttarakhand is a tourist state and he want that tourists coming here should go back with good image of the state. He said that the priority of the people in urban areas is cleanliness. The Chief Minister said that the schemes should reflect on the ground and discussion must be held on the outcome of the results on the ground. People are mainly concerned with the results. “You do anything, do extremely good work but if the results do not reflect at the ground level, then everything is useless”, the Chief Minister said. He said that we have to completely eliminate the problem of garbage, water accumulation and potholes on roads. Chief Minister said that problems being faced by the people should be identified and a system to immediately address them should be put in place. He said that anti-encroachment drive should be undertaken without any bias and pressure. He also instructed the officers that arrangements be made for the regular cleaning of statues of the great personalities.

Smart City

Chief Minister said that from the scheduled activities of the Smart City Project, top four-five activities should be identified and entire focus should be laid on them. He said that in case there is requirement to increase the earlier earmarked area for Smart City, then a proposal should be made. Union Government Joint Secretary said that Smart City Company has full flexibility and justified proposal would surely be considered.

Deliberations should be held on making ducts in order to prevent roads from getting damaged: CM

Chief Minister said roads are being dig up by various department for laying power cables, water pipeline, sewer, telephone lines etc. In order to stop this, making ducts on the main roads should be considered. This would help in laying cables in the ducts as per the need from time to time. He instructed the Chief Secretary to hold comprehensive discussions in this regard.

Officers should see the condition of the city by travelling on foot and two-wheelers: CM

Chief Minister told the officers that instead of the four wheelers, they should visit the crowded places on two-wheelers to see the cleanliness and traffic condition and find out practical and effective solution.

Pradhan Mantri Awaas Yojna (Urban)

Chief Minister ordered that 4971 beneficiaries should be provided houses under the Pradhan Mantri Awaas Yojna by March 2019. He said that providing house to every poor is the top priority of the government. He said that Prime Minister’s resolve to provide house to everyone by year 2022 has to be fulfilled. He said that in this direction, any provisions in the existing housing policy are creating hindrance, then amendments would be made in the policy. With banks rejecting the applications in large number, finding small shortcomings, pertaining to disbursal of loans under the Affordable Housing (Credit Link Subsidy) Scheme, the Chief Minister told the banks to adopt a sensitive approach. Hhe directed the Chief Secretary to take up the matter in the State Level Bankers Committee and the District Magistrates to raise this issue in the District Level Bankers Committee. He said that applications rejected by the banks should be randomly investigated by the officers themselves. He said that banks should be motivated for playing a constructive role in this important campaign.

Amrit Mission

Chief Minister reviewed the Amrit Yojna being run to provide drinking water, sewerage, drainage and urban transport to the families in the urban areas. He requested the union government to make a proposal for the induction of some new cities in the Yojna. Presently, 7 mission cities of Dehradun, Haridwar, Haldwani, Roorkee, Rudrapur, Kashipur, and Nainital are there in this Yojna. It was informed that from 138 schemes of Rs 593 crores, DPR of 80 schemes has got the approval and work is under progress. The work of the DPR clearance of rest 58 schemes and government issuance work is pending. Chief Minister instructed the officers that from the approval of the DPR till the completion of the work, they should monitor each and every phase. He also asked them to ensure that the Utilisation Certificates are being sent to the union government on time.

Orders issued on regular water supply and controlling forest fire

In the meeting, Chief Minister told all the District Magistrates, who were connected through video conferencing, to make sure that they keep reviewing the water supply in the districts. They were also asked to take special care of stopping the forest fire incidents. He said that in order to fulfill the target of ‘New India’ by 2022 set by the Prime Minister, everyone will have to come forward. He said that DMs should also work for the Vision 2020 of the state government. In the meeting, Secretary R.K.Sudhanshu, Nitesh Jha, Dilip Jawalkar, Additional Secretary Ashish Srivastava and concerned officials were present.
