Expenditure on Curing of Diseases caused by Alcohol

New Delhi: Ministry of Health and Family Welfare runs a Drug De-Addiction Programme under which grants are provided to three Central Government Hospitals i.e. National Drug Dependence Treatment Centre (NDDTC), All India Institute of Medical Sciences (AIIMS), New Delhi, National Institute of Mental Health & Neurosciences, (NIMHANS), Bengaluru and  Postgraduate Institute of Medical Education & Research (PGIMER), Chandigarh to run Drug De-Addiction Centres. Under a new initiative,  National Drug Dependence Treatment Centre (NDDTC), AIIMS has setup 14 Drug Treatment Clinics to provide outpatient services for drug dependence treatment. The details of expenditure under the scheme for the last 3  financial  years is as follows:

Further, Ministry of Social Justice and Empowerment implements the Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drug) Abuse and for Social Defence Services for identification, counseling, treatment and rehabilitation of addicts through voluntary and other eligible organizations.  Underthis Scheme, financial assistance upto 90% of the expenditure is provided to Non-Government Organizations (NGOs), Panchayati Raj Institutions, Urban Local Bodies etc. for inter-alia, awareness & preventive education and running of Integrated Rehabilitation Centres for Addicts (IRCAs).  In the case of North-Eastern States, Sikkim and Jammu & Kashmir, the quantum of assistance is 95% of the total admissible expenditure.

The approach of this Scheme is to provide the whole range of services including awareness generation, identification, counseling, treatment and rehabilitation of addicts.  With a view to reduce the demand for and consumption of alcohol and dependence producing substances, the thrust is on preventive education programmes and Whole Person Recovery.
