New Delhi: The personnel and officers of the Central Armed Police Force (CAPF)/State Armed Police (SAP)s who are deployed for election duties during the General/Bye Elections to the Parliament and the State Legislative Assemblies shall be paid honorarium as per the slabs directed by the Commission.
The deployment of Central Armed Police Force (CAPF)/State Armed Police (SAP) during the poll period has become an integral part of the overall security management and plays a crucial and irreplaceable role in securing free, fair, peaceful and participative elections. The CAPFs/SAPs play a crucial and pivotal role in the creation of a peaceful and conducive environment wherein electors are able to exercise their franchise without any fear, threat or intimidation. The officer and men of the CAPFs/SAPs through their superior, training, rigorous field experience, perceived neutrality and strict discipline, command respect and awe and inspire much-needed confidence amongst the public and the various stakeholders in the election process. The Commission fully acknowledges the arduous and sensitive nature of the duties performed by the CAPF/SAP personnel during election period, often in diverse and difficult terrain/regions, facing multiple threats and challenges ranging from insurgency, Left Wing Extremism and terrorism to internal strife and caste-communal conflict, continuously for periods extending upto 2 months and recognition of their crucial and sensitive nature of duties, has decided that they should be granted the honorarium for the performance of this special duty.
The rates of Honorarium ranges from a minimum amount of Rs. 2500 for officers, Rs 2000 for Subordinate officers and Rs 1500 for Other ranks for any election duty which is of 15 days or less. If the duty period exceeds 15 days, there is a sanctioned enhancement of Rs 1250, Rs 1000 and Rs 750 per additional week for the three categories respectively. However, the maximum honorarium permissible to a personnel shall not exceed the total pay of one month of the officer/personnel concerned.
The expenditure incurred on this account will be borne in the following manner:
- a) In case of election to the House of People: 100% by the Union Government.
- b) In case of election to the Legislative Assembly: 100% by the State/UT Government concerned.
- c) In case of simultaneous election to the House of the People and the State/UT Legislative Assembly: The expenditure shall be shared between the Central and State/UT Government on a 50:50 basis.
This Order and rates of honorarium shall come into force prospectively and will have no retrospective effect. Through this measure, the Commission has constructively addressed, not just a long-felt demand of the CAPF/SAP authorities but also inbuilt a system of motivating and incentivizing the hard-work and dedicated service by our brave and professional CAPF/SAP personnel.
