New Delhi: A Regional Conference of the State Welfare Ministers of States/UT of Chhattisgarh, Delhi, Jammu & Kashmir and Uttar Pradesh was held under the Chairmanship of Shri Thaawarchand Gehlot, Minister of Social Justice & Empowerment here today. The meeting was attended by Shri Ramdas Athawale, Minister of State for Social justice & Empowerment, Shri Krishan Pal Gurjar, Minister of State for Social justice & Empowerment, Smt G. Latha Krishna Rao, Secretary, M/o Social Justice & Empowerment, Dr. U. Venketeswarlu, JS (Admn), Shri B.L. Meena, JS (BC), Smt Aindri Anurag, JS(SCD), Shri. S.S. Meena, JS (SD) and Ministers/Secretaries and Representatives from the States.
The various implementation issues of the Schemes for the development of Scheduled Castes (SCs) and Others Backward Classes (OBCs) were discussed in the meeting. The major Schemes, which were discussed in the meeting, are as follows:
(i) Schemes for the development of SCs:
- Post Matric Scholarship for SCs
- Pre Matric Scholarship for SC Students studying in IX and X
- Pre-Matric Scholarship for Children of those engaged in ‘Unclean’ Occupations
- Up gradation of Merit of SC Students
- Special Central Assistance (SCA) to Scheduled Castes Sub-Plan (SCSP)
- Babu Jagjivan Ram Chhatrawas Yojana
- Self-Employment Scheme for Rehabilitation of Manual Scavengers
- Assistance to States/UTs for implementation of Protection of Civil Rights Act, 1955 and Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989
- Pradhan Mantri Adrash Gram Yojna (PMAGY)
- Assistance to Voluntary Organisations working for the Welfare of SCs
- Schemes of National Scheduled Castes Finance & Development Corporation.
- Schemes of National Safai Karamcharis Finance & Development Corporation
(ii) Schemes for the development of OBCs
- Post Matric Scholarship for OBCs
- Pre Matric Scholarship for OBC Students
- Construction of Hostels for the OBCs
All the States and the UTs were apprised of the necessity to improve the implementation of the Ministry’s Schemes by them. In certain cases, the States are not availing the full Central Assistance notionally allocated to them from the Ministry. The States were requested to provide the following documents for the release of the Central assistance under the Schemes:
- Submission of complete proposals;
- Pending Utilization Certificates;
- Audited statement of expenditures;
- Registration of State Govt. officials for on-line verification of NGO proposals and thereafter, forwarding of verified proposals;
- Survey of manual scavengers and insanitary latrines in urban and rural areas not completed by all the States/UTs;
- Submission of proposals for comprehensive rehabilitation of identified manual scavengers.
