Uttarakhand committed to important partnership in New India: Chief Minister

Dehradun: Uttarakhand Chief Minister Mr. Trivendra Singh Rawat has said that Uttarakhand government has been working on mission mode on 25 important targets to achieve the goal of New India by 2020. Special Focus is laid on doubling the income of farmers, checking distress migration from hilly areas and Digital Uttarakhand. Chief Minister Mr. Trivendra Singh Rawat gave detailed information on the various issues related with the state at the fourth meeting of the Niti Ayog Chaired by Prime Minister Mr. Narendra Modi.

Chief Minister thanked the Prime Minister and the central government for important support in the development of Uttarakhand. He said that Hydro power can play an important role in the development of the state. Terming hydro-power as clean energy, he said that closure of the approved hydro-electric projects are not good for the development of the state.

 Chief Minister suggested that there should be a separate ministry for Hills and North-Eastern states. He said that if that was not possible, then a “Hills cell” should be established in Niti Ayog.  Those states which are contributing for conservation of environment should be encouraged and for that Green accounting system should be adopted in the country. He also requested the central government for financial and technical help in relocating the villages which are sensitive from disaster point of view.

Giving detailed information on various issues, he said that monitoring at every step in being done in Uttarakhand. Chief Minister Dashboard “Utkarsh” has been established. Through” Utkarsh” dash board, the progress of all the important schemes and programmes are being monitored at the level of Chief Minister. For monitoring the physical and financial progress of the schemes and programmes, ‘E-Aanklan” portal has been established. All the drawing and disbursing officers of the treasury are linked with this portal. The annual service records of the departmental officers will be evaluated on the basis of the achievements in development programmes.  A system of dialogue with all the section of the people are has been started for public support in developmental works. 162 services have been added under the Rights of Service Act. A total of 312 services have now been added to the Act till date. A helpline 1905 has been started for solving public complaints.

Chief Minister said that in the last meeting of the Executive Council of the Niti Aayog, the Prime Minister had expected from the state governments to take special steps for Agenda-2022, GST, GeM, Digital India and good governance. The state government has paid special attention in the last one year, the results of which are visible. Under ‘Sankalp se Siddhi’ campaign, important targets have been set for the state for year 2020, which are monitored weekly by the Chief Secretary in the Secretary Committee. Under GeM, Uttarakhand has been conferred with Most Compliant Buyer award. In the field of GST, we have made arrangements for e-refunding, GST Mitra, 24×7 helpdesk and workshops at the district level, so that there is ease in doing business.

Chief Minister said that the state government is working in a planned manner to double the income of the farmers. A land holding in the state is currently estimated to have an average agricultural income of Rs 65 thousand, which has to be increased upto Rs 1.5 lakh by year 2022. For this, the technical expertise of universities and research institutes is being used. Cluster-based work plans are being prepared. A total of 16 mandis in planes of the state have so far been linked to the e-national agricultural market. The hill mandis are also being linked to it. Under the Soil Health Card scheme, in the first phase from year 2015-16 to 2016-17, 7.65 lakh soil health cards were distributed against the target of 7.5 lakh cards. A total of 9.12 lakh soil health cards are to be distributed in the next phase from 2017-18 to 2018-19. While taking soil samples, GPS readings are also being taken. All information is also being uploaded on the National Soil Health Card Portal. In order to promote rural ‘Haat’, growth center will be developed in each of the Panchayat. For the first phase, 50 Nyay Panchayats have been selected.

Chief Minister said that in order to rejuvenate the rivers and ensure flow of water in them all the time, under the ‘Water Conservation Campaign’, water reservoir, water tank trench and check dams are being made. Large scale plantation campaign with public participation, in the water storage area of ​​Kosi river (Kumaon) and Rispana river (Dehradun), is proposed in the month of July. The grant of Rs 768 crore in the last fiscal year under the MNREGA was fully utilised and more than 223 lakh man days were created against the target of creating 182 lakh man days. Under MNREGA, 2500 farm ponds and 1000 traditional water resources were promoted in the previous year.

Under “Ayushman Bharat” project, all the health sub-centres are being upgraded as Health and Wellness centres. A ‘bridge programme in community health” course has been started to provide health provider in each centre. People living in remote hilly and inaccessible areas are being provided facilities of tele- medicine, tele-radilogy, X-ray, CT Scan, MRI and mammography. A total of 5.48 lakh families have been identified for Prime Minister’s National Health Security Mission in Uttarakhand.

Under first phase of National Nutrition Mission, nearly one thousand severely undernourished, 15 thousand malnourished and one lakh pregnant women got benefitted under 36 projects in 7396 Anganwadi centres in selected four districts of the state. Nutritional Food made from local products titled “Aahar” is being distributed. Under ‘Mission Indradhanush’, a total of 1.70 lakh children were trained in the year 2017-18. Micro planning is being done in the state with the help of Wolrd Health Organisation.
